📦 Five Dock Officeworks Redevelopment

#1 Place for Development in Sydney

A major redevelopment is proposed for 235 Parramatta Road, Five Dock, with plans to replace the existing Officeworks and medical centre complex with a 17-storey mixed-use shop-top housing tower delivering 228 apartments, retail space and an indoor recreation facility. The proposal forms part of the accelerating transformation of the Parramatta Road Corridor under the Kings Bay Precinct planning framework.  

The 4,786 sqm site is currently zoned R3 Medium Density Residential. The land adjoins McDonald’s, KFC and a Shell service station, all linked by an internal slip-road and shared rights of way.  

A key constraint on the site is a restrictive covenant limiting building heights to 2.5 metres along the Parramatta Road frontage to preserve sightlines to McDonald’s – a legacy control that has influenced past development potential. The site is also positioned directly above the Sydney Metro West underground rail corridor, elevating its strategic significant within the Kings Bay Precinct. 

The precinct falls under the Parramatta Road Corridor Urban Transformation Strategy released in 2016. Stage 1 introduced site-specific LEP clauses and a tailored development control plan. The subject site sits in Area 11 of the Kings Bay Precinct, where height and FSR incentives are permitted.  

The landowner began the planning process in 2024 with a scoping proposal outlining early intentions for an 11-storey scheme, delivering around 160 apartments at a floor space ratio of 3.3:1. Following a successful Housing Delivery Authority expression of interest, the new proposal seeks approval for a 17-storey mixed-use tower comprising:  

  • Four basement levels, including a gym at basement 1.  
  • Ground-floor retail, including a replacement Officeworks, small-format retail and a chemist.  
  • 228 apartments across 16-storeys.  

 

A concurrent rezoning seeks to increase the site’s height limit from 12 metres to 61 metres and floor space ratio from 1:1 to 5.5:1, as well as add ‘indoor recreation facility’ as an additional permitted use.
