Skyblue Developments has lodged plans for a 504-apartment mixed-use tower at 440-458 Church Street in Parramatta.
The site comprises 4.47 hectares sitting directly beside the Fennell Street light rail stop at the northern end of the Parramatta CBD.
The project was declared State Significant Development in July 2025 following a Housing Delivery Authority EOI process.

The height increase is being justified on design grounds. A taller, more slender tower form is needed to achieve the required 24-metre building separation between towers on the east-west corridor – a separation mandated by the Parramatta DCP and driven by the presence of a heritage item on site that must be retained and restored.
The 55,273 sqm proposed gross floor area carries a $295 million development cost and will included 10% affordable housing – to be managed by a community housing provider for 15 years.
Church Street’s northern end is rapidly densifying, and this site – the full block between Fennell, Church and Grose Streets – is one of the largest remaining consolidation opportunities adjacent to the light rail corridor.
