A major State Significant Development proposal has been lodged for land at 301 & 301B Samantha Riley Drive, Kellyville, seeking a significant uplift in height and density immediately south of Kellyville Metro Station.
The application proposes four residential towers ranging from 21 to 38 storeys above a five-storey podium, delivering 1,208 apartments alongside retail, a neighbourhood supermarket and a centre-based childcare facility. Around 10 per cent of the dwellings are proposed as affordable housing.
To enable the scheme, the proponent is pursuing a concurrent rezoning that would replace the site’s existing 4:1 floor space ratio with 6.02:1 and increase the maximum building height to 129 metres.
These controls materially exceed both the current Hills LEP controls and the envelopes anticipated under the state-led Bella Vista and Kellyville TOD framework.
The site is currently zoned R1 General Residential and is vacant. It forms part of a large single-ownership landholding bounded by Samantha Riley Drive, TfNSW infrastructure and Sydney Water land, with no direct low-density residential interface. The location has been identified by the State as unconstrained and suitable for higher-density housing due to its proximity to the metro station.
The proposal has been declared State Significant Development following a Housing Delivery Authority EOI, allowing the rezoning and development to be assessed concurrently by the Department of Planning, Housing and Infrastructure rather than Council.
Early works, main works and subdivision applications are flagged to run alongside the rezoning, with the planning strategy framed around accelerating housing delivery and improving development feasibility within the Kellyville station precinct.
If approved, the uplift sought here would establish a new benchmark for height and density on privately owned land around Kellyville Metro, particularly for sites that can demonstrate similar access, scale and limited interface constraints.
This application will be closely watched by landowners and developers across the Bella Vista and Kellyville corridor as it progresses through the SSD process.
