170-Metre Commercial Tower Sought on Kent Street as Charter Hall Tests Central Sydney Tower Controls

A planning proposal has secured gateway approval to significantly lift height and floor space controls at 383–395A Kent Street on Sydney’s western CBD edge. 

The proposal seeks to amend the Sydney LEP  to permit a maximum building height of RL 189.8 metres and a floor space ratio of up to 20.3:1, enabling around 73,000 square metres of commercial and retail floorspace on a 3,606-square-metre site currently occupied by a 19-storey office building and a 10-storey public car park. 

Charter Hall is positioning the site squarely as an employment-only tower, with the planning controls explicitly prohibiting residential, serviced apartments and commercial car park uses. The existing 800-space car park would be removed entirely. 

The uplift is being delivered through a site-specific LEP clause rather than a map amendment, allowing controls to be tightly conditioned around public domain performance.  

The planning framework also hard-codes a pedestrian through-site link connecting Kent Street to Sussex Street and requires delivery of a shared precinct loading dock intended to service surrounding buildings. 

The site sits within a designated tower cluster under the Central Sydney Planning Strategy and is approximately 500 metres from Town Hall Station. 

The proposal clears the planning runway for one of the taller commercial towers on Kent Street, reinforcing the western CBD’s role as a long-term employment growth zone rather than a mixed-use or residential pivot.
