Castle Hill’s Next Chapter: A Visionary Mixed-Use Development

#1 Place for Development in Sydney

On public exhibition with the NSW planning department is a major urban renewal project at 93 – 107 Cecil Avenue and 9 – 10 Roger Avenue in Castle Hill. This amalgamated site will deliver a blend of residential, commercial and retail spaces.

Spanning 17,623 sqm of land, the development will feature four buildings of varying heights, carefully designed to transition between the high-rise urban core and surrounding low-density residential areas. The proposal includes:

  • 4 x buildings, ranging from 4 – 25 storeys in height
  • 615 x apartments with 169 x dedicated to affordable housing (15%)
  • 8,025 sqm of commercial floor space, accommodating retail and office premises

The site has been the subject of a long-term planning proposal, with gateway determination granted in 2016 and the final rezoning gazetted in July 2020. Key planning amendments to facilitate this rezoning included:

  • Rezoning the site from R3 Medium Density Residential to R1 General Residential and B4 Mixed Use
  • Removing maximum building height restrictions
  • Establishing a base floor space ratio of 1:1, with an incentivised ratio of 3.5:1
  • Setting a minimum of 8,025 sqm of commercial space to ensure a balanced mixed-use precinct
