Level 33 has lodged plans for four towers of up to 38-storeys, enabling 1,263 apartments and a full-line supermarket beside Kellyville Metro.
The vacant 2.1-hectare site at 301 – 301B Samantha Riley Drive sits about 200 metres from a station entrance, between the Metro commuter carpark and Elizabeth Macarthur Creek.
The state’s rezoning of the Kellyville and Bella Vista precinct allows up to 30-storeys. Level 33 is utilising the Housing Delivery Authority pathway to rezone the site, lifting the height limit from 46 metres to 129 metres.

The rezoning proposes to remove the 1,000 sqm cap on neighbourhood supermarkets and the site’s 1,900 sqm cap on shops. The planning report doesn’t name the supermarket operator, but the architect’s floor plans mark the supermarket as Coles.
The podium holds a 3,828 sqm supermarket, shops, restaurants, office and a 100-place childcare centre, with 8,404 sqm of non-residential space in total.
HillPDA found the station precinct can support about 20,000 sqm of retail by 2041, well above the roughly 14,885 sqm planned across this site and Landcom’s neighbouring site at 2 Guragura Street.
Landcom’s approved concept plan to the south allows up to 1,910 homes and its own 2,400 sqm supermarket.
Hills Council rezoned the site for apartments in 2014, planning about 660 homes. That plan relied on a land swap between neighbouring owners that never happened, and the land has sat vacant since.
Level 33 has now secured approval for a land swap with Sydney Water, squaring off the site.
