Five Dock’s Next Chapter: From Car Yards to a Vertical Village

#1 Place for Development in Sydney

Developer TOGA has returned with a revised plan to rezone and redevelop a strategic 18,500 sqm site in Five Dock, following a previously rejected planning proposal. Now lodged as a major DA outlines a multi-stage residential precinct to reshape the southern edge of Five Dock.  

The site, officially spanning 51 – 55 and 61 Parramatta Road and 33 – 43 Queens Road, sits within the Kings Bay Precinct of the Parramatta Road Corridor Urban Transformation Strategy – one of the largest urban regeneration efforts in Greater Sydney.  

If approved, the development will deliver:  

  • 674 dwellings across four buildings  
  • Three shop-top housing buildings (14-28 storeys), including a full-line supermarket  
  • One eight-storey co-living/build-to-rent building with coworking space  

The revised proposal is scaled down from TOGA’s previous 2024 rezoning proposal, which sought to increase the dwelling yield to over 1,050. That submission was rejected by Canada Bay Council, with elected officials citing multiple issues.  

Importantly, the new plan excludes the adjoining residential lots fronting Courland Street – which TOGA still hopes to incorporate into the broader precinct over time. But for now, the development footprint remains limited to the existing core site area.
