A major rezoning is in motion that could reshape a well-located corner of St Leonards, unlocking underutilized industrial land for a dense new shop-top housing project.
At 33 – 37 Herbert Street, a proposal has been lodged to amend the planning controls, paving the way for a three-tower mixed-use development delivering about 300 apartments, retail and commercial spaces, as well as a new activated public domain.
The 5,954 sqm site sits within a key strategic transport hub and aligns closely with the NSW government’s target of delivering 47,800 new mid-to-high rise homes in locations like St Leonards over the next 15 years.
Currently, no. 33 is occupied by a three-storey commercial building with retail and office space, while no. 37 is a single-level showroom/warehouse. Together, these addresses form an ageing pocket in a precinct that has otherwise been rapidly transitioning from traditional employment uses to high-density, mixed-use environment.
The planning control amendments would raise the maximum building height to 110 metres, increase the floor space ratio from 1:1 to 6.5:1 and impose a minimum 1:1 non-residential floor space ratio to ensure commercial tenancies at street level.
The development application is in the early stages of review.
