GTL Properties Refines Norwest Masterplan After Rezoning Finalised

One of Norwest’s largest redevelopment opportunities is now officially rezoned and moving forward with a refined vision, as GTL Properties responds to council feedback on its major planning proposal for 9 – 15 Columbia Way.  

The 30,320 sqm site sits in a strategic position just 600 metres from Norwest Metro Station, with dual frontages to Spurway Drive and Columbia Way. Currently occupied by two large warehouse and office buildings, the site offers a rare chance to deliver a high-density commercial and mixed-use precinct in The Hills’ key employment and innovation hub.  

Originally lodged in September 2021, the planning proposal sought:  

  • An increase in the height limit from 116 metres to 155.85 metres  
  • An increase in the floor space ratio from 1:1 to 2.5:1 

A concept scheme by Turner Architects envisioned 71,516 sqm of gross floor area across multiple buildings, accommodating commercial office space, food and beverage, a health club, childcare and end-of-trip facilities. The design aimed to activate all street edges, create landscaped public spaces and establish strong ground-level connections between internal and external active uses.  

Following discussions, council requested significant refinements – particularly a new public road linking Spurway Drive to Columbia Way. This feedback has shaped a revised scheme with notable changes:  

  • Building E (Spurway Drive frontage) reduced from 9 to 7 storeys 
  • Building D (Columbia Way frontage) reduced from 13 to 11 storeys  
  • Overall floor space ratio reduced from 2.5:1 to 2.36:1
