Holdmark Aims Sky-High in Burwood with 3-Tower, 900-Dwelling Plan

Holdmark has lodged an early-stage rezoning proposal that could dramatically reshape the Burwood skyline, with plans for three residential towers up to 43 storeys high, delivering about 900 new homes and a significant public domain upgrade.  

The proposal spans two key sites in Central Burwood.  

  • Site A: 36-46 George Street – a 7,971 sqm parcel occupied by a 5-storey commercial building.  
  • Site B: 16-26 Elsie Street – 2,294 sqm with a deteriorating 2-storey retail strip and an aging 6-storey commercial office.  

 

Combined, the total site area is 10,265 sqm, strategically positioned within walking distance of Burwood Station and major retail anchors, making it a prime location for high-density, transit-oriented development.

The rezoning request retains the existing zoning, but seeks significant uplift in both height and density:  

  • Building Heights: From 60m and 70m to a proposed 126.9m – 162.1m (32-43 storeys) 
  • Floor Space Ratios: From 6.1:1 (Site A) and 4.5:1 (Site B) to 9.98:1 (Site A) to 15.41:1 (Site B) 

 

With the design still being refined, Holdmark anticipates delivering about 98,665 sqm of gross floor area, with a mix of residential apartments, retail and commercial uses integrated into a podium and tower form. The proposal includes the creation of around 3,000 sqm of new public open space, offering through-site links and street-level amenity.  

The submission marks one of the most ambitious development proposals for Burwood in recent memory, with building heights exceeding current planning controls by more than 50% and setting the stage for a radical reconfiguration of the precinct’s urban form.
