Homebush TOD Moves Forward With $203M Infrastructure Plan

The transformation of Homebush’s Transport Oriented Development Precinct has taken another step forward, with Strathfield Council officially publishing and finalising its draft Homebush TOD Section 7.12 Local Infrastructure Contributions Plan 2025 

At its meeting on 29 April 2025, Council resolved to place the draft plan on exhibition – setting out how development within the Homebush TOD Precinct will contribute to funding the local parks, public spaces, roads and community facilities needed to support a significant population boom.  

Under the proposal, levies will apply to development based on cost of works:  

  • NIL levy for projects up to $100,000 
  • 0.5% levy for projects between $100,001 and $250,000 
  • 4% levy for projects over $250,000

The Homebush rezoning is expected to almost triple the local population – from 10,200 residents today to 29,574 by 2051. Worker numbers are also forecast to rise from 5,280 to 7,080.  

Currently, Strathfield operates both a section 7.11 and 7.12 plan. However, these have been considered too complex and inflexible. A separate LGA-wide section 7.12 plan – excluding the Homebush TOD – was exhibited in late 2024, proposing a maximum 3% levy on developments over $250,000.  

By introducing a higher 4% rate for the Homebush TOD, council is making it even harder for developers to stack projects in a rising construction cost market.
