Leppington: Rising 28-Storey Towers Proposed in Ambitious Town Centre Transformation

A major DA is being prepared for a high-density mixed-use precinct at 213 Bringelly Road in Leppington. The proposal marks one of the tallest and ambitious developments put forward so far for Leppington.

The 17,000 sqm site sits within the Leppington town centre, an area earmarked for accelerated growth under the NSW government’s state-assessed rezoning proposal pathway. The same landowner of this project is also behind adjacent large-scale developments at 230 Rickard Road, 257 Bringelly Road and 184-186 Fifth Avenue.

The application proposes:

  • 3 x buildings, including 2 x apartment buildings and 1 x shop-top housing building
  • Heights ranging from 14 – 28 storeys, with the tallest tower set to reach up to 90 metres
  • 544 x dwellings, including 81 affordable housing units
  • Food and beverage offering fronting the public domain

Architecturally, the proposal features a 3-storey podium at the central tower, with building heights stepping down toward the adjacent creek line – creating a defined skyline transition that responds to the site’s natural context.

The site currently benefits from a 24-metre height limit and no floor space ratio, but the Leppington Town Centre planning proposal (still under assessment), seeks to uplift this to 50-metres with a 4.25:1 FSR. However, under the Housing Delivery Authority’s latest framework, the proposal has pushed this further, seeking a height of up to 90 metres and a 5.33:1 FSR.

Leppington Town Centre is a 409-hectare precinct planned to deliver 10,500 new homes and 11,00 jobs by 2041.
