The Orchard Hills Draft Rezoning Proposal, one of western Sydney’s most ambitious growth projects, has been scaled back following a wave of community feedback. The planning department received 716 submissions during its 14-week exhibition period between October 2024 and February 2025.
Much of that feedback centred on the scale of the proposal, infrastructure costs, utility servicing and the extent of acquisitions required to deliver the vision. In response, the department will reduce the size and density of the rezoning area to better reflect infrastructure and feasibility constraints.
At the centre of the proposal sits Stage 1 of the Orchard Hills Precinct, strategically connected to the Sydney Metro – Western Sydney Airport Line. The revised layout sets the stage for a new mixed-use town centre anchored around Orchard Hills Station, surrounded by a mix of high and medium density residential zones.

The scaled back plans will go back on exhibition in February 2026 for another 6-week consultation period. In the meantime, the Minister for Planning, Paul Scully, has tasked the planning department and Independent Community Commissioner, Roberta Ryan, with further engagement before finalisation.
