Sydney Catholic Schools is planning a new school for 896 students and a 122-place early learning centre at 1 – 7 Bellfield Avenue in Rossmore.
The 7.78-hectare site is four rural residential lots. It sits among farms and rural blocks west of Austral and north of Bringelly Road.
The land is zoned RU4 Primary Production, which prohibits schools and childcare centre. The school will rely on the Transport and Infrastructure SEPP, which allows schools with consent in the RU4 zone.
The early learning centre rides on the school’s approval because state-assessed projects can be approved even where part of the use is prohibited.

Rossmore sits inside the South West Growth Area but has not yet been precinct planned. It is only listed as an investigation area. Sydney Catholic Schools points to rapid population growth driven by the new airport and forecast enrolment demand across the Rossmore and Austral corridor.
Liverpool Council was briefed in May and said it was keen to have another school in the area. Bellfield College, a Kindergarten to Year 12 Islamic school was approved in 2016 to grow from 300 to 1,640 students.
