The long-awaited master plan for Westfield Eastgardens has been officially gazetted on 22 September, paving the way for a transformative redevelopment that will reshape one of Sydney’s key suburban shopping centres.
The plan, prepared by Scentre Group, who operate, manage and co-own the centre alongside Terrace Tower Group, outlines a vision to convert Eastgardens into a vibrant, mixed-use town centre with enhanced retail, food, entertainment, leisure, and commercial offerings, alongside a fully integrated civic plaza.
The rezoning proposal, reflects a cohesive strategy to improve arrival experiences, pedestrian accessibility, and public engagement at both ends of the centre. It includes:


The master plan also illustrates longer-term possibilities for build-to-rent apartments or student accommodation along the Northern Bunnerong Road frontage, signalling the potential evolution of Eastgardens into a fully integrated town centre, although these uses are not part of the current rezoning proposal.
Westfield Eastgardens opened in October 1987 and underwent significant refurbishment in 2001. Since 2002, no major upgrades have been undertaken, despite the centre’s role as a major strategic hub under the Eastern City District Plan. Anchored by Woolworths, Coles, Big W, Myer, Kmart, Target and more than 250 speciality stores, the centre serves a high-density catchment that has evolved substantially over the past two decades.
The new planning controls set the stage for a next-generation town centre, providing improved community access, modernised commercial and retail offerings, and a civic plaza that will act as a social and economic focal point for the area. With employment creation and new mixed-use opportunities, the project will strengthen Eastgardens’ position as a key centre in Sydney’s Eastern Suburbs.
