A major redevelopment is now on the table for 1 – 9 The Boulevarde and 2 – 12 Churchill Avenue, marking one of the most significant steps toward the future Strathfield Town Centre.
The combined sit spans approximately 3,000 – 3,200 sqm across four consolidated lots, creating an opportunity that exceeds the capacity of the original 2016 approval.
The new scheme proposes a shop-top housing project with commercial and retail activation across the ground and first floors, and 330 residential apartments. The redevelopment is exploring the relocation of vehicular access from Churchill Avenue to The Boulevarde.
This would support Strathfield Council’s long-term vision for an expanded pedestrian town square linking Strathfield Station to the civic plaza, removing existing conflict points and improving pedestrian safety.
The existing planning controls were set before the precinct was elevated as a strategic centre, and the shift toward transit-oriented housing policy has created the conditions for a higher-density scheme.
A 2016 consent allowed a 15-storey mixed-use tower across three of the four lots. The consent was physically commenced, preserving its validity, but development stalled due to market conditions and the later acquisition of the fourth lot.
The rezoning request now seeks to increase the building height on the site significantly, proposing more than 35,000 sqm of gross floor area. It also seeks to amend Clause 6.8 of the Strathfield LEP to remove the cap restricting residential floor space to 35% of total floor space ratio, aligning the controls with high-density centres across metro Sydney.
The site is in prime position, being 50m from Strathfield Station and Strathfield Plaza.
