🏗 Gladesville Could Finally Get the Renewal It’s Been Waiting For

The long-running planning process for the renewal of Gladesville’s town centre has reached a pivotal point, with the latest master plan focused exclusively on Block 4 – a 13,870 sqm site anchored by the Gladesville Shopping Village.  

Once part of a broader master plan area encompassing four separate blocks along Victoria Road, the investigation zone was refined after detailed feasibility and heritage studies concentrate only on Block 4. This block is bounded by Victoria Road, Massey Street, Flagstaff Street and Cowell Steet, and includes several adjoining parcels such as 1 Massey St, 1 – 3 Flagstaff St, 2 – 10 Cowell St and multiple Victoria Road addresses.  

The push to renew Gladesville’s village centre has been in motion for over a decade. In 2015, a proponent-led planning proposal was lodged for the shopping centre site, seeking greater development potential. That proposal was later rejected in 2020, creating an opening for Council to lead a broader master plan process.  

By 2018, Council had resolved to initiate a comprehensive strategy to address community concerns around the centre’s presentation, inconsistent trading performance and lack of investment. Council then engaged Gyde in 2024 to refine the built form.

The revised master plan centres on delivering a contemporary mixed-use development with:  

  • Two new areas of public open space, connected via pedestrian-friendly shareways linking Massey, Cowell and Flagstaff Streets.  
  • A new supermarket and activated retail precinct, strengthening the site’s role as a shopping anchor for Gladesville.  
  • Residential towers carefully positioned. 

 

The preferred master plan proposes building heights ranging from 2 – 12 storeys along Victoria Road, 4 – 5 storeys along Cowell Street and up to 19 storeys along Flagstaff Street.  

The master plan is now on public exhibition and will progress through the statutory planning process.
