A planning proposal lodged on behalf of Scentre Group has revealed bold plans to reshape the eastern portion of Westfield Penrith, signalling one of the most transformative developments moves yet for Penrith CBD. Â
Prepared by Urbis, the proposal outlines a vision for two new landmark towers – a commercial building and a mixed-use hotel development – set above podium retail, creating a connected precinct designed to anchor Penrith’s emergence as a vibrant metropolitan centre. Â
With population growth and increased accessibility driving demand for higher-density and mixed-use development, Scentre Group’s proposal seeks to reinforce Council’s vision for a 24-hour economy in Penrith’s CBD.
The redevelopment could unlock two distinct tower elements. Â
Borec House – a 47-metre commercial building with ground-floor retail, positioned on the corner of Station and Henry Streets opposite the future City Park. Designed with green terraces stepping up from the street, the building will extend the Justice and Health precincts along Henry Street while creating an activated and welcoming gateway. Â
The Hub – an 84-metre mixed-use tower comprising a retail podium and premium dining, 10,000 sqm of A-grade office space and a 150-key hotel with sky lobby and dining facilities. From the upper levels, the hotel would command sweeping views over the Nepean River, Blue Mountains and Great Dividing Range. Â
Together, the towers would deliver a high-quality mix of commercial office, hotel, retail, entertainment and leisure, with the potential to attract both employers and tourists to Penrith.
