A state significant DA is being prepared for the historic ‘Elaine’ estate at 550 New South Head Road in Point Piper to deliver an integrated seniors housing and healthcare precinct. The proposal will combine independent living, residential aged care and ancillary health services within a heritage-informed design that addresses critical demand in Sydney’s eastern suburbs. Â
The 6,894 sqm site will deliver an indicative gross floor area of 5,584 sqm broken up as follows:Â Â
The Elaine site is locally heritage-listed under the Woollahra Local Environmental Plan, which identifies the house, interiors, grounds and significant trees. The planning history of the estate has been complex and fragmented. Â
A healthcare and demographic assessment by Arrow Advisory underpins the proposal, identifying a strong and growing need for seniors living and aged care facilities in the eastern suburbs. Â
Key findings include 20.9% of Woollahra’s population is aged 65 plus. This is well above the Sydney average. The SA3 catchment (i.e. Bellevue Hill, Double Bay, Darling Point, Vaucluse and Watsons Bay) will see its over 65 population grow from 21,000 in 2024 to more than 25,000 by 2035. Â
Aged care provision is fragmented across the 14 facilities in the SA3 catchment, offering 1,027 beds – many of which are outdated and institutional in character. Demand projections point to a shortfall of more than 400 beds by 2034.Â
