Five Strategic Rezonings Set to Unlock 7,800 Homes Across NSW

The NSW Government has announced the acceleration of five major rezonings that together could unlock an estimated 7,800 new homes in Sydney and regional NSW. The initiative forms part of the State’s commitment to fast-track housing supply in well-located areas under the State Significant Rezoning Policy 

The planning department will assess the rezonings, coordinating engagement with local councils, communities and state agencies to reduce planning timeframes. Each site was chosen for its strategic potential to deliver new homes close to transport, jobs and services.  

The Five Sites

Sydney Markets, Flemington  

A site next to Sydney Markets along Parramatta Road is being considered for a mixed-use precinct featuring modern housing, retail spaces and new green open space. With proximity to Strathfield’s restaurants and nightlife and the extensive sporting and recreational facilities at Sydney Olympic Park, the project is well-placed to deliver housing in a location already supported by transport links and amenity.

Beverly Hills Town Centre (West) 

A 1.6-hectare strip along King Georges Road in Beverly Hills will be rezoned to enable hundreds of new homes above retail. The site benefits from direct access to the M5 Motorway, health services and green open space. Importantly, future residents will be within walking distance of Beverly Hills Station, which offers direct rail access to Sydney Airport and the CBD.  

Eden Estates, Wallsend (Newcastle) 

The largest of the rezonings, Eden Estates, encompasses 574 hectares of land in Wallsend. The rezoning will pave the way for thousands of new homes, including affordable and key worker housing. The proposal also incorporates community facilities, jobs and extensive parkland.  

Shoalhaven Street Precinct, Kiama  

The rezoning of the 2-hectare Kiama Depot site at Shoalhaven Street will transform the former industrial land into a residential precinct delivering diverse housing types and affordable homes. Located in the heart of Kiama, the site is within walking distance to Kiama Beach, the railway station, shops and cafes. Its redevelopment is expected to create a seamless transition with surrounding residential neighbourhoods.  

Former Wallerawang Power Station (Lithgow) 

The adaptive reuse of the former Wallerawang Power Station could deliver new homes alongside up to 3,500 jobs. Proposals include repurposing infrastructure such as a cooling tower into community, education and events facilities. The site’s transformation is aligned with both the Central West and Orana Regional Plan 2041 and the Lithgow Emerging Economies Transition Plan, which seek to repurpose post-mining infrastructure and diversify the local economy.
