From Hospital to Homes: Annandale Project Eyes Shop Top Housing Future

A landmark development is in the works for the corner of Pyrmont Bridge Road and Parramatta Road in Annandale, as plans take shape for a high-rise shop top housing project that could reshape the southern gateway to the Inner West.  

The proposal, recently declared a State Significant Development by the NSW Government, seeks to deliver a mixed-use tower between 18 and 22-storeys. The concept includes around 160 residential apartments – with 15% designated as affordable housing – above a 4-storey commercial podium that will bring fresh activation to one of the busiest intersections in the area.  

The 2,570 sqm site, covering 122 – 130 Pyrmont Bridge Road and 206 Parramatta Road, has long been flagged for strategic redevelopment under the Parramatta Road Corridor Urban Transformation Strategy. This stretch of the corridor, once dominated by automative uses, is seeing a slow but steady shift toward higher-density living and commercial revitalisation.  

A planning proposal to rezone the site was approved in May 2023, introducing a height limit of 35 metres and a floor space ratio of 4:1. In addition, site-specific provisions were added to the Inner West LEP to encourage health, education, creative and technology uses.  

Despite that planning framework, the vision for a 9-storey private hospital on the site – approved in January 2025 – has failed to gain commercial traction. Over the past four years, the proponent has attempted to secure an anchor tenant in the health, education or technology sectors but found little interest.  

Market feedback pointed to the Missenden Road precinct, adjacent to RPA Hospital and Sydney University, as the true hub for such uses. With another major private hospital planned for the St John’s College site nearby, demand for a similar facility in Annandale appears to have been absorbed.  

This market reality has prompted a strategic pivot. The new proposal aims to harness the residential growth potential of the corridor. A concurrent rezoning application will accompany the SSD to allow for ‘shop-top housing’.
