Turramurra Village Revamp Back on the Table with Scaled-Back Rezoning Proposal

After a previous proposal was knocked back, Rebel Property Group has returned with a revised and more measured plan to transform the ageing shopping centre into a vibrant, mixed-use village hub.  

The new proposal, recently granted gateway determination in May, seeks to amend the planning controls for the site, spanning 1364 – 1396 Pacific Highway and 1, 1A, 3 and 3A Kissing Point Road.  

Located in the heart of Turramurra, the circa 8,500 sqm site consists of 12 lots and currently features a mix of low-rise retail and commercial uses, including an IGA supermarket, several small shops, a council-owned carpark and a single-storey medical clinic.  

The amended proposal reflects a strategic pivot by the developer after an earlier rezoning proposal was rejected in 2022 by the local planning panel, which expressed concerns over proposed building heights of up to 50 metres.  

This time around, Rebel is seeking a more modest but still significant uplift in the planning controls that would reshape the local centre while maintaining a village character.  

Key planning changes include:  

  • Building Height: From 17.5 metres to a split height of 28.5 and 34.5 metres.  
  • FSR: From 2:1 to 3:1, allowing for greater development yield.  
  • Non Residential: Introduction of a mandatory 0.85:1 FSR for commercial, retail or community uses to preserve employment and public-serving functions.  
  • Removal of Commercial Cap: Elimination of the existing 1.2:1 FSR cap for commercial uses, providing more flexibility in use mix.  
  • Land Classification: The council-owned carpark is proposed to be reclassified from community land to operational land, which would allow for future redevelopment as part of the broader scheme.
