Iris Capital has lodged plans to redevelop the Narwee Hotel into a 16-storey shop-top housing tower, with the pub rebuilt at its base.
The 3,364 sqm site at 116 Penshurst Road sits on the corner of Hannans Road, directly opposite Narwee Station. It currently holds the pub, a liquor store and a large at-grade car park.
Iris is looking to lift the height limit on the site from 27m to 56m through a concurrent rezoning application and DA.

The tower will deliver 181 apartments, including nine affordable homes across 15 residential levels.
The ground floor is anchored by a new 807.6 sqm Narwee Hotel with a bistro, sports bar and TAB, alongside two retail tenancies totalling 347.2 sqm.
A public through-site link will connect Penshurst Road to Kardella Crescent Park and the station.
The pub will continue trading throughout construction. The southern half, including the new hotel, will be built first, and the pub will move in before the original building is demolished.
The Ryan family ran the hotel from 1984 until Iris Capital bought it in 2020 for $45m.
