A DA has been lodged with Penrith Council for three drive-thru restaurants, a swim school, 24-hour gym and a café on a vacant 1.16-hectare site at 2 John Oxley Avenue, Werrington County.
The site sits on the corner of Dunheved Road and John Oxley Avenue, with 220m of frontage to Dunheved Road and homes along its southern boundary. High-voltage transmission lines and a tower cross its eastern end and will stay in place.
The land is zoned public recreation but is privately owned.

Restaurants and indoor recreation facilities are both permitted with consent in the zone. Each drive-thru has been designed as a seated restaurant, with the drive-thrus as an ancillary part of the business.
The scheme delivers 1,945 sqm of floor space across four buildings:
Greyfield – a specialist in retail property leasing and asset management – has been appointed exclusively to lease the tenancies, with drive-thru deals already locked in. The brands cannot be revealed for confidentiality.
The site was previously approved for a two-storey recreation facility with a sports centre, five-alley bowling centre, gym, café and function centre, which was never built.
